Document the estimate behind an Australian PAYG instalment variation

Check whether an amount or rate variation fits the business's tax forecast, document the assumptions and retain the approved calculation for later review.

Read the instalment option before changing the forecast

A lower bank balance is a reason to review cash commitments. It does not, by itself, support reducing Australian PAYG instalments. Start with the activity statement or instalment notice and identify whether the business pays the stated instalment amount or calculates an instalment using a rate and its instalment income.

Those methods respond differently to changing activity. The ATO explains that a rate-based amount already moves with instalment income. Changing the option itself also differs from varying an amount or rate: the choice of option generally belongs before the first instalment's due date for the financial year, rather than midway through it. Record the option actually in force before preparing a variation.

Explain why the existing method no longer fits

For a rate-based payer, declining revenue may already reduce the payment without a variation. An illustrative 5% rate applied to A$100,000 produces A$5,000; the same rate on A$60,000 produces A$3,000. Reducing the rate as well requires a separate reason, such as a changed relationship between income and allowable deductions.

Write that reason in terms of the business's facts. Identify whether an expense increase is ongoing, whether a major receipt is recurring and whether a forecast improvement has supporting orders or contracts. Keep a cash collection delay separate from a change in the tax forecast. The explanation should allow a reviewer to challenge the proposed variation without reconstructing management's assumptions.

Build the annual estimate from actual results and assumptions

Give the tax adviser current management accounts, year-to-date instalment records, the remaining-year forecast and known tax adjustments. Separate actual figures from estimates in the workpaper. Identify unusual transactions and proposed deductions requiring a tax decision, including asset purchases whose book and tax treatment may differ.

Use a range where a material assumption remains uncertain. For example, show the forecast with and without an unsigned contract instead of silently treating it as certain revenue. Record who supplied each consequential assumption and when it will become clearer. The adviser can then determine the proposed amount or rate using the applicable calculation rather than treating a profit percentage as a tax result.

Review the shortfall exposure before approving the variation

Underestimation can lead to a later tax bill and general interest charge. The legislation contains 85% tests tied to the relevant benchmark rate or benchmark tax, depending on the method. Do not treat 85% of an arbitrary cash forecast or accounting profit as a safe payment target.

Have the reviewer document the applicable test, calculation and remaining uncertainty. Retain the approved variation, its reason and lodgment evidence with the activity statement. Confirm the submission deadline for the specific notice before acting; a completed internal forecast is not evidence that the variation was lodged on time.

Revisit the assumptions at the next instalment

A varied rate ordinarily continues for later instalment quarters in the same income year until another rate is chosen. Compare actual results with the assumptions before the next payment. Explain a further change using the new evidence and retain the prior version. At year end, reconcile the instalments credited against the return and use the difference to improve next year's estimation process.
