Bookkeeper and payroll provider: who owns each payroll task?

Separate payroll processing, tax filing, ledger entries, reconciliation, approvals, and corrections so responsibility stays visible between providers.

Map the workflow from approved pay to the books

Payroll involves employee data, time approval, calculations, funding, payments, tax deposits, returns, and accounting. Name the person or provider responsible for each stage. One vendor's involvement does not automatically cover the entire chain.

Keep management approval separate from preparation. The company should approve employee changes and pay inputs before funding. The bookkeeper may enter the payroll journal without having authority to change compensation or release payments.

Decide which source reports finance receives

Supply the payroll register, employer costs, deductions, benefit information, tax liabilities, and cash withdrawals. Confirm the reporting dates and legal entity. A bank debit alone cannot explain gross wages or taxes withheld.

Agree who records accruals for wages earned across month-end, bonuses, or other obligations under the accounting policy. These entries can require information that the payroll platform does not have until the next run.

Reconcile deposits and liabilities

Tie payroll entries to the bank and reconcile relevant liabilities to provider and filing records. Explain balances waiting for remittance and corrections affecting earlier periods.

For illustration, a provider withdrawing separate amounts for net pay and taxes can create timing differences in a clearing account. Finance should identify those movements before assuming a remaining balance means missing payroll expense.

Give corrections one coordinator

When an error appears, record the affected employee, pay period, amount, source report, and approval. Have the payroll specialist assess wage and tax corrections, then send the resulting records to the accounting owner.

Avoid changing only the ledger while leaving payroll filings untouched, or correcting payroll while leaving the books unchanged. A complete correction should reconcile the employee, tax, cash, and accounting records as applicable.

Confirm the employer's responsibilities

The IRS explains employment tax obligations for employers. Outsourcing processing should be paired with company review and clear evidence of filings and payments.

Keep the signed scope, approval record, payroll package, reconciliations, and open corrections in the company file. Review the responsibility map when providers change, a new state is added, or compensation becomes more complex. The goal is to identify who acts on each payroll event before a discrepancy becomes a quarter-end surprise.
