Decide whether an expedite fee will pay for an earlier launch

Measure the change in the project's usable completion date before valuing faster delivery. Compare incremental contribution and cash timing with the full acceleration cost.

Ask which milestone will actually move

A supplier may offer delivery five days earlier without making the project usable five days earlier. Site preparation, testing, staffing or customer readiness may still determine the launch. Identify the completion milestone that creates the financial benefit and compare the full schedule with and without the expedited activity.

GAO's Schedule Assessment Guide explains that acceleration needs to address the critical activities driving the completion date. Use the current schedule, including actual progress and resource availability. A shipping promise from the original project plan may no longer identify the work that controls today's launch date.

Translate faster activity into usable days gained

In a hypothetical schedule, equipment normally arrives after 12 days. Site preparation takes ten days in parallel, and installation plus commissioning takes three days after both are complete. Normal usable completion is day 15. Expedited equipment arrives on day seven, but installation still waits until site preparation finishes on day ten. Usable completion moves to day 13.

The five-day improvement in delivery creates only two days of earlier operation. This simplified example assumes the stated durations, immediate handoffs and sufficient installation capacity. Check the actual working calendar and required acceptance steps before using the same logic in a live decision.

Ask operations to confirm whether another constraint appears after acceleration. If the commissioning team is unavailable until the original date, even those two days may disappear. The proposed payment should buy a credible change in useful completion, not just a faster intermediate event.

Value the difference between the two operating cases

Use contribution or other relevant incremental cash effects rather than gross sales alone. ACCA's relevant-cost guidance focuses decision analysis on future cash flows that differ between alternatives. Include additional operating costs, displaced work and the full acceleration charges that arise because the company chooses the faster plan.

Suppose the two extra operating days generate genuinely additional contribution of $2,500 per day. A $3,000 expedite fee and $600 of extra installation cost leave a simplified benefit of $1,400: $5,000 less $3,600. These hypothetical amounts exclude tax and discounting effects and assume the extra contribution is not offset by lower activity later.

If the earlier launch merely brings forward sales that would occur later anyway, the full contribution is not an additional benefit. Model the changed cash dates, any retained customer value that can be supported and associated cost timing. A collection arriving sooner can improve liquidity without creating an equally large increase in total project profit.

Test the outcome if only part of the acceleration works

Under the same simplified example, gaining one operating day produces $2,500 contribution against $3,600 extra cost, a $1,100 shortfall. Gaining no days leaves the extra cost with no operating-day benefit. Show these outcomes and the evidence behind the expected schedule rather than presenting the two-day gain as guaranteed.

Confirm what the supplier's expedited commitment actually covers and what happens if it is missed. Have the relevant owner review the commercial terms. Finance should not assume the fee will be refunded, or that other losses will be recoverable, unless the agreement supports that expectation.

Approve the fee with the revised schedule, incremental financial comparison and an owner for the remaining dependencies. After launch, record the days gained and the activity they enabled. That evidence will help the next team judge whether a similar rush payment buys useful time or simply moves a noncontrolling task earlier.
