Treat the form as a claim requiring review
An employee's Form 8233 is not simply a request to switch off federal income tax withholding. Give the completed form and attachments to the person responsible for the employer's withholding-agent review. Confirm the tax year, type of personal-service income, treaty provision and factual explanation supporting the claimed exemption.
The IRS instructions describe Form 8233 for a nonresident individual's treaty withholding claim and require the withholding agent to be satisfied that the exemption is warranted before accepting it. Tax residency, treaty residence and nationality are distinct facts. Ask the qualified adviser to assess the applicable treaty and any conditions for the employee.
Separate compensation covered by the claim from other wages. The instructions direct employees to use Form W-4 for compensation for which they are not claiming the treaty exemption. A partial exemption should not become a blanket payroll setting that suppresses withholding on every payment.

Complete the acceptance and submission chronology
If the authorized reviewer accepts the claim, complete the withholding-agent certification and preserve the acceptance date. The instructions require forwarding a copy with attachments to the IRS within five days of acceptance, retaining a copy and providing a copy to the individual. Use the currently specified submission details.
The instructions also describe waiting at least ten days after properly mailing the form to see whether the IRS objects, while addressing the exemption's effective treatment for covered payments. Have the adviser give payroll explicit instructions for payments during that process and any appropriate adjustment. Do not improvise an exemption start date from the upload timestamp.
Retain the accepted form, attachments, submission proof and employee copy together. Record the payroll implementation date separately from receipt, acceptance and submission. That sequence explains why the company's tax settings changed when they did and provides evidence if a processing question arises later.

Translate the approved scope into payroll controls
Ask the adviser to specify the covered compensation, applicable amount or period limits and reporting treatment. Payroll should maintain a separate category for covered income where needed and monitor any limit. A treaty claim can depend on facts that a standard payroll system does not track automatically.
Review Social Security, Medicare, state withholding and other obligations separately. Form 8233 addresses the claimed income-tax withholding exemption; it should not be treated as permission to remove every payroll tax. Give each reviewer the same employee and work-location facts so the settings are consistent with the actual analyses.
Plan the annual reporting with the preparer. Publication 515 addresses Form 1042-S reporting for relevant payments, including specified treaty-exempt income. Determine how any taxable wages and treaty-exempt compensation are reported without duplicating or omitting the same payment across forms.

Monitor changes and renew the claim deliberately
The instructions require a separate Form 8233 for each tax year, withholding agent and type of income. Create a renewal task before the next year rather than copying an old exemption setting indefinitely. Preserve the previous year's form and the facts supporting its treatment.
Escalate changes in services, residency, presence or other treaty facts. The instructions require action where the withholding agent later learns facts making the claim unreliable or receives an IRS objection. Record the notice, adviser's instruction and resulting withholding change without deleting the earlier history.
Close the year by reconciling covered compensation, noncovered wages, actual withholding and required forms. Keep unresolved claims distinct from accepted ones. The employer's record should show the claim reviewed, the procedural steps completed and the precise payroll treatment applied, without representing acceptance as a guarantee of the employee's ultimate tax result.
