Build the interest and carryforward file for a Form 8990 review

Separate current interest, prior disallowances and pass-through items so the preparer can assess the business-interest limitation without relying on the loan payment total.

Confirm the taxpayer and the reason for the review

Form 8990 calculates deductible business interest and amounts carried forward under section 163(j). Begin with the taxpayer, tax year, entity classification and prior filing. Ask the preparer whether a filing or limitation applies before building a calculation from the interest account. The instructions contain exemptions, exceptions and special pass-through rules.

If the business may qualify for the small-business exemption, provide the requested gross-receipts history and ownership information. The test also involves tax-shelter status and relevant aggregation rules. A revenue figure below a remembered threshold does not establish the exemption, and the applicable threshold must be checked for the reviewed year.

Identify any existing election for an excepted trade or business and retrieve its documentation. The instructions describe consequences for certain depreciation treatment. Do not assume a prior preparer made an election because the company operates in an industry that can elect it.

Reconcile interest before applying the limitation

Start with interest income and expense in the tax workpapers, supported by lender statements and debt schedules. Separate principal, financing fees and other amounts for the preparer's classification. The instructions require interest to be categorized before section 163(j) is applied, including whether it belongs to a business or another activity.

Flag amounts already capitalized, deferred or disallowed under another provision. The instructions explain that these amounts are not simply included as current interest for the section 163(j) calculation. A related-party timing adjustment, for example, should remain visible so the same expense does not enter two incompatible schedules.

Provide the income and deduction detail the preparer requests to compute adjusted taxable income for the relevant tax year. Do not substitute management EBITDA for that tax measure. Changes in the law and the company's particular adjustments can make a familiar financial reporting subtotal unsuitable.

Keep prior disallowances and pass-through items distinct

Retrieve filed Forms 8990 and supporting carryforward statements for each prior year. Reconcile the last closing amount to the current opening amount, including amendments and agency adjustments. Identify originating years instead of storing all unused interest in one total that cannot explain the ordering of later deductions.

The instructions describe current-year interest being deducted before prior disallowed carryforwards, which are then considered from the earliest originating year, subject to the applicable rules. Preserve the preparer's calculation of usage by year. Do not use the ordering convention for a different tax attribute merely because its worksheet looks similar.

Track partnership excess business interest by the issuing partnership and retain the associated Schedule K-1 information. The partnership rules differ from an ordinary taxpayer carryforward, and the instructions state that the prior-year carryforward entry on line 2 does not apply to partnerships. Ask the preparer to identify the correct schedule and owner.

Approve a reproducible closing schedule

For a hypothetical opening disallowed-interest balance of $24,000, a reviewed $6,000 deduction leaves $18,000 before any new disallowance or other adjustment. Keep the current-year expense and newly disallowed amount separate from that bridge. This is a schedule illustration, not a calculation of the taxpayer's available deduction.

Reconcile the final deductible amount and carryforward to the filed form and return adjustment. Record any partnership-level or shareholder-level information that must be supplied to another preparer. A completed entity return does not guarantee that every owner's related reporting package is complete.

Retain the eligibility decision, election evidence, interest reconciliation and annual carryforward history together. Before the next return, flag corrected K-1s, amended prior filings and relevant changes in the business. The next reviewer should be able to distinguish current interest, previously deferred interest and amounts governed by a different limitation.
