Start with the approved hiring plan
A hiring pause changes planned spending, but it may not reduce today's payroll. Identify each open role, expected start date, recruiting stage, and committed cost. Separate an unapproved vacancy from a signed offer or an engagement with cancellation terms.
Any change affecting existing employees, accepted offers, or contractual obligations needs the appropriate people and legal review. The cash model should reflect those decisions, not assume the company can cancel every commitment without cost.
Remove costs from the dates they would have occurred
For an illustrative plan to add two roles at $10,000 of monthly cash cost each starting in July, pausing them avoids $20,000 per month from July under the stated assumptions. It does not create $20,000 of savings in May or reduce the current team's payroll.
Check recruiting retainers, equipment already ordered, and contractor coverage that may continue. Some costs are sunk, some refundable, and some still avoidable. Keep those categories distinct so the forecast does not count an already-paid invoice as future cash savings.
Reassess the operating plan that depended on the hires
The original revenue or product plan may have assumed the extra capacity. Review which deliveries, sales activity, or launches change when hiring stops. A forecast that removes salaries but keeps every expected benefit can overstate the improvement.
Test a replacement contractor arrangement separately. It may preserve delivery with a different cost pattern, but it is not automatically cheaper. Include minimum bookings, management time, and any delay in customer billing caused by the revised plan.
Measure the cash low point and the decision window
Compare the updated forecast with the prior approved version using the same starting cash and other assumptions. Explain the movement due to hiring separately from changes in collections or expenses. Report how the pause affects the date the company reaches its chosen cash buffer, not only a simple average-burn ratio.
Set a review date and conditions for reopening roles, such as signed customer work or a confirmed funding event. Retain the paused-role list with its dependencies. A hiring pause is useful when the business knows which commitments it avoided and what operating tradeoffs it accepted.
