Select the reporting period from the principal's facts
For Indian GST job-work reporting, prepare the challan population for the registered principal that owns the goods. The GST Portal describes ITC-04 as the declaration of relevant inputs and capital goods dispatched to or received from job workers. Confirm the GST registration and period before combining warehouse reports from several entities or locations.
The current portal manual distinguishes half-yearly reporting where the preceding year's aggregate turnover exceeds INR5 crore from annual reporting for the other covered taxpayers. Its older quarterly references relate to periods through September 2021. Have the preparer confirm the applicable period and any current extension, rather than copying an old quarterly filing calendar.

Use the challan as the link between dispatch and return
Create a record of each outward challan, its date, job worker, item description, quantity and unit. Include goods delivered directly to the job worker where relevant. Link the principal's purchasing and dispatch evidence so a direct delivery does not disappear merely because it never passed through the principal's warehouse.
Match returns to their original dispatch references. When goods move through more than one job worker, preserve the transfer chain and the actual returning party. The ITC-04 manual distinguishes returns from the original job worker from returns through another job worker, so a single supplier-level net quantity can lose information needed for the declaration.
For a hypothetical batch of 240 pieces, suppose 150 return from the original processor and 60 return after a second processor finishes them. The remaining 30 need an explained status. Keep the two return paths visible even though 210 pieces have reached the principal in total.

Separate other movements from ordinary returns
Identify goods supplied directly from job-worker premises and record the supporting sales or dispatch documents. Keep losses and waste distinguishable from goods returned. The portal manual provides separate reporting contexts for those movements; changing every outstanding quantity to returned would misdescribe what happened.
Reconcile the units used in production and in the challan record. If kilograms of material become individual finished items, retain the conversion and production evidence. Ask operations to explain any quantity that appears negative or returns against a dispatch made after the stated receipt date.
Give the tax adviser an aged list of goods still outside the principal's premises, grouped by original dispatch and category. The statutory job-work timing and any exceptions need a separate assessment. A physical quantity can be fully explained while its elapsed time still requires tax attention.

Review the declaration against a frozen movement file
Before submission, compare the prepared ITC-04 population with the reviewed dispatch, return and direct-supply schedules. Resolve duplicate challan numbers, missing job-worker details and mismatched units. Retain a dated extract so later warehouse changes do not alter the evidence behind the filed declaration.
Save the filing acknowledgment and a reconciliation of opening quantities, new dispatches, explained movements and goods remaining with job workers. Assign each unresolved batch to an operations owner and tax reviewer. Carry its original dispatch history forward; opening a new spreadsheet or issuing a later tracking reference should not erase the age of the goods already out for processing.
