Classify purchase use before calculating a percentage

Rule 42 concerns Indian GST input tax on inputs and input services used across business, non-business, taxable and exempt activities. Begin with the purchase population and the purpose of each item. Applying an exempt-sales percentage to every invoice skips the direct attribution that the rule requires and can obscure blocked credit.

Keep separate categories for exclusive non-business use, exclusive exempt use, blocked credit and exclusive taxable use, including zero-rated supplies. Identify the remaining common credit only after these categories have been reviewed. Preserve the invoice, cost owner and evidence supporting the classification so the calculation does not depend on a department name alone.

Make the common-credit pool reproducible

Use a schedule in which each purchase appears once, with the relevant tax amounts kept separate. Reconcile the schedule to the purchase register and explain timing differences from the return population. Flag credit notes and corrections against their original invoices instead of silently changing the prior-period data.

For a limited illustration, suppose a reviewed INR120,000 input-tax population contains INR20,000 in direct exclusions and INR60,000 attributable exclusively to taxable supplies. The remaining common pool is INR40,000. That arithmetic identifies the pool only; the permitted credit still depends on the applicable exempt-use and non-business calculations and the business's actual facts.

An invoice serving more than one activity deserves specific evidence. Ask the budget owner what was bought and where it was used. Where the adviser accepts invoice-level segregation, retain the underlying allocation and conclusion. A convenient equal split between departments is an assumption until supported.

Support the turnover inputs and special-case decisions

Prepare a bridge from the sales records to the turnover amounts used by the adviser. Explain exempt, taxable and zero-rated classifications, corrections and excluded items. Keep the registration and relevant State scope explicit. A consolidated management-sales total may include entities or locations that do not belong in the calculation.

Rule 42 has specific calculations and special treatment for some circumstances, including construction projects. Its companion provisions also affect what enters exempt turnover. Ask the reviewer to identify the rule version, exclusions and any special method applicable to this business. Do not transfer a generic spreadsheet unchanged into a different activity or registration.

Check the resulting amounts separately by the relevant tax heads. Save the approved calculation with its source reports, not only a final percentage typed into the return workpaper. This allows another reviewer to explain a change when the sales classification or purchase evidence is corrected later.

Reconcile the year without counting reversals twice

Retain the periodic calculations, amounts actually reversed and any subsequent correction references. For the annual review, give the preparer the full-year evidence and a comparison with the amounts already reported. The difference between an annual result and prior reversals should remain visible rather than being buried in a new total.

Have the preparer confirm the applicable finalization deadline, return treatment and any interest consequence under the current rules. Preserve the filed adjustment and reconcile it to the ledger. The portal's liability-and-credit comparison report can help identify a reporting difference, but it does not replace the underlying use classification or the statutory calculation.
