Show the provider the purchasing process that exists
Before requesting invoice matching support, establish which purchases have approved orders and reliable receiving evidence. A proposal may assume a complete purchasing system that your company uses only for some vendors. Describe the actual coverage so the service can distinguish formal matching from manual investigation.
Give candidates a redacted set of representative records: an ordinary delivery, a partial receipt, a price difference and a bill without an order. Ask which can be processed under the proposed fee and which need internal decisions. The exercise should expose readiness gaps without asking the candidate to repair them during sales.
Ask for a price on the actual exception population
Ask the provider to distinguish invoices ready for routine comparison from cases requiring evidence collection or a purchasing decision. Request a quote using the observed proportions in your sample. A unit price for fully documented bills should not be applied to the whole queue without explaining the work left with your employees.
Define what makes a case ready for the provider to start and what deliverable returns when it is blocked. The supplier should identify the missing record, responsible company owner and next action. Ask whether repeated follow-up, vendor contact and reprocessing after a client correction are included or charged separately.
Agree an early review after a defined batch. Compare the actual exception mix with the assumptions in the quote and decide whether to change the service, improve source collection or narrow the assignment. Keep this readiness decision distinct from approving new purchasing rules or payment exceptions.
Assign the evidence the accountant cannot create
Operations must identify who can confirm receipt, quality or service completion. The provider may collect documents and compare them, but accounting access does not prove that goods arrived. An approved order likewise does not establish acceptance of damaged or incomplete delivery. Specify where those business judgments enter the workflow.
IRS guidance recognizes multiple supporting documents for a purchase. Ask the provider to preserve their relationship so a reviewer can see the order, invoice and relevant receiving record together. A matched status without retrievable evidence leaves the next reviewer unable to understand how the decision was reached.
AICPA onboarding guidance emphasizes client responsibilities. For this assignment, identify department owners and their response expectations before the service begins. If receiving evidence arrives late, define how the provider reports the blocked invoice and whether any due-date concern is escalated.

Price the exception queue
Separate routine comparisons from disputed deliveries, missing orders and vendor correspondence. Ask whether the fee includes gathering the missing evidence or merely identifying the exception. Count reworked invoices consistently and establish who authorizes additional investigation. A low rate for matched bills says little about the cost of your unmatched population.
Request an exception report showing cause, owner, age and next action. Use it to improve the purchasing inputs, not to pressure the provider into approving unsupported bills. If a large share of invoices lacks the required evidence, decide whether to purchase a process improvement assignment before expanding the matching service.
Accept the service using difficult examples
Test whether a partial receipt remains partially unresolved and whether a legitimate price change reaches an authorized approver. Check that rejected duplicates remain distinguishable from unpaid originals. Include a case where the provider has to stop because the source evidence conflicts.
At the first review, compare the approved rules with the actual decisions and retained support. Correct misunderstood service boundaries or routing gaps before they become routine. Keep the current rules, authority map and open exceptions together so a staff change does not reset the service to undocumented assumptions.
