Distinguish a plan from an obligation at the reporting date
A board-approved restructuring budget can contain decisions that have not yet been communicated or implemented. Give the accounting reviewer the formal plan and a dated record of what happened outside the planning meeting. The amount management is willing to spend is a different question from whether an accounting obligation exists now.
IAS 37 addresses a constructive obligation arising from a sufficiently detailed plan and actions that create a valid expectation among those affected. Starting implementation or announcing the main features can be relevant. An internal intention by itself should not be treated as the completed IFRS recognition assessment.

Preserve the communication that reached affected parties
Collect approved employee communications, supplier notices, site announcements and implementation records. State the audience, content and actual delivery date. A draft message in a shared folder does not show that the affected people received it, and a broad statement about improving efficiency may not explain a specific plan.
Identify which parts of the plan were definite and which remained under consultation or approval. Have legal and human-resources reviewers explain the obligations created by employment arrangements or local law. The accountant can then assess the relevant requirements without assuming every budget line shares the same recognition date.
Separate restructuring expenditure from continuing operations
Build a cost schedule by action, counterparty and expected timing. IAS 37 limits a restructuring provision to qualifying direct expenditure that is necessarily entailed by the restructuring and is not associated with continuing activities. Planned retraining, new systems and future marketing need appropriate separate assessment rather than inclusion simply because they appear in the program budget.
Mark costs already incurred, existing contractual liabilities and estimates of future outflows. Reconcile those categories to the ledger so an ordinary payable is not counted again in a restructuring provision. Employee termination benefits, lease effects and asset impairments can fall under other requirements, which the reviewer should identify explicitly.

Use one chronology for period-end and later developments
Suppose, illustratively, a detailed plan is approved in December but affected staff are informed in January. The dates should remain visible when preparing December statements. A later announcement does not automatically establish that the same obligation existed before year-end. Give the accountant the facts needed for the reporting-date and subsequent-event assessments.
Retain the conclusion for each significant action, including items excluded from a provision. The approved entry should trace to the cost schedule, communication evidence and applicable standard. Management's cash forecast can include a wider program budget, provided it remains distinguishable from amounts recognized in the financial statements.
Track implementation against the original provision
Match settlements to the actions covered by the approved provision and investigate changes in scope or timing. Keep new operating initiatives outside that schedule unless the accountant approves the appropriate treatment. Review unused balances using updated evidence, with the reason for any release documented alongside the original restructuring decision.
