Determine the business's applicable implementation date
Singapore's GST InvoiceNow requirement is phased. The implementation date depends on the registration circumstances and, for existing registrants, the relevant annual supplies. Record the legal entity, GST application date, registration basis and supporting turnover information before buying or configuring software.
All businesses applying for voluntary GST registration from 1 April 2026 fall within the requirement, subject to the stated exclusions. The later timetable extends coverage to existing registrants and new compulsory registrations. IMDA's 2026 announcement describes these phases:
| Start date | Additional covered population |
|---|---|
| 1 April 2028 | New compulsory registrants and existing registrants with annual supplies up to S$200,000. |
| 1 April 2029 | Existing registrants with annual supplies above S$200,000 and up to S$1 million. |
| 1 April 2030 | Existing registrants with annual supplies above S$1 million and up to S$4 million. |
| 1 April 2031 | Existing registrants with annual supplies above S$4 million. |

Use the specified scope and turnover evidence
IRAS uses the sum of Box 4 values for GST periods ending in calendar year 2025 to establish annual supplies for the existing-registrant phases. Preserve those filed returns and the calculation. Check exclusions, including overseas entities and businesses registered wholly because of the reverse-charge regime, against the actual entity's circumstances.
Inventory sales, purchases, receipts, debit notes and credit notes by source system. Ask the tax reviewer to identify which records belong in the transmission population, which permitted categories may be aggregated and which are excluded. Do not assume that every ledger entry is an invoice or that receiving an invoice as a PDF completes the required data transmission.

Verify the connection and submission feature
For an off-the-shelf product, check the accredited InvoiceNow-Ready solution and its arrangements for connecting the correct entity. IRAS describes Peppol registration using the entity's UEN and activation of the GST submission feature. An enterprise using its own system needs the appropriate access-point connection and activation process.
Ask the provider to demonstrate the relevant configuration with your entity identifiers and document types. Name the owner of the connection, master data and exceptions. Record how a change of provider would preserve transaction references and submission history. A product's ability to exchange electronic invoices does not by itself establish that this entity's IRAS submission function is active.

Trace a trial transaction through acceptance and correction
Select representative sales and purchase records, including a subsequent credit and a rejected record. Follow each from its source to the transmitted data and retained response. Compare supplier or customer identity, document reference, date, currency, taxable amount and GST fields. Have the reviewer explain any permitted transformation rather than silently accepting a different total.
Test the correction process without creating a second live economic transaction. Determine who investigates rejection reasons, how the corrected submission relates to the original and what evidence proves acceptance. Retain a count-and-value reconciliation for the trial, with unresolved records clearly identified. This gives the finance team a practical way to detect a missing population after launch.
Coordinate transmission with the GST return timetable
IRAS requires transmission by the earlier of actual GST return filing and the filing due date. InvoiceNow does not remove the GST return or the requirement to keep records for at least five years. Set the team's review cutoff accordingly. Reconcile the transmitted population to the return workpaper, explaining valid differences instead of expecting every invoice field to equal a return box directly.
