Confirm the requirement for the relevant fiscal year

Have qualified advisers determine the applicable audit requirement using the organization's federal-award expenditures and fiscal year. The Federal Audit Clearinghouse explains that the spending threshold depends on when the fiscal year starts. Use current guidance for the actual period, including any questions requiring the oversight or cognizant agency's interpretation.

Once the requirement is established, give bidders the organization structure, award inventory, prior audit information and intended reporting timetable. Identify pass-through arrangements and known complexities. A quote based on an incomplete award population can change materially after the audit team begins planning.

Separate auditor work from recipient preparation

Ask each candidate to list the schedules, financial statements, compliance evidence and management decisions it expects the organization to supply. Identify who prepares the expenditure schedule and reconciles it to the books. The audit fee may assume this work is ready, while the grant and accounting teams assume the auditor will create it.

Uniform Guidance financial-management requirements address award-level records supported by source documentation. The organization's preparation scope should make that evidence available to the auditor. Buying an audit does not replace the need for management to maintain the underlying records and controls.

Evaluate relevant experience and team capacity

Ask about experience with the organization's award types and reporting circumstances. Identify the professionals who will plan, perform and review the work. Verify relevant qualifications and quality information through appropriate sources, and have the firm assess its independence under the applicable rules.

Discuss the timetable with the actual delivery team. Ask when planning, information requests, fieldwork and review are expected, and what client conditions support those dates. A proposed final report date is insufficient if the organization cannot produce the required schedules until after the team's reserved work period.

Compare bids using the same readiness assumptions. Keep additional financial-statement preparation, remediation and specialized consulting separately identified where appropriate. Do not direct audit procedures merely to force identical prices; ask the firms to explain the scope and professional work their proposals assume.

Plan findings and corrective-action coordination

Ask how preliminary issues reach management and who coordinates factual responses. Identify the organizational owner who can explain program operations and obtain missing evidence. The auditor should have an agreed communication route that does not depend on the accounting preparer understanding every grant condition.

Specify which final reports and filing coordination services are included. Have qualified advisers identify the organization's submission and corrective-action responsibilities. If findings require separate assistance, commission it with clear boundaries and consideration of professional independence, rather than assuming the audit team can take over management's response.

Accept the complete reporting handoff

Review the final package with the auditor and the responsible organization leaders. Confirm what was issued, what management must submit or approve and which issues remain open. Match additional fees to approved changes and explain any movement from the original award or readiness assumptions.

Discuss access to records held by subrecipients or other parties when relevant. Ask which information management must obtain and which communications the auditor will undertake within its accepted role.

Retain the final reports, preparation records and action ownership with the award files. Assign the next year's improvements to the people who operate the process. The engagement should leave the organization able to explain its reporting and follow through on findings, without a promise that an audit eliminates every compliance risk.
