Prepare the UK VAT partial-exemption annual adjustment

Reconcile provisional input VAT recovery to the longer-period calculation, using the approved method and keeping actual return errors separate.

Revisit the year's recovery as a whole

A partially exempt UK business needs to compare provisional input VAT recovery with the result for its longer period. The annual adjustment uses the applicable partial-exemption method across that period; it is not simply the average of percentages shown on individual returns. Start by identifying the method and the exact dates before collecting the figures.

HMRC explains that this review addresses differences between provisional recovery and the longer-period result. It also distinguishes the annual adjustment from correcting actual errors. Keep those two workstreams separate so an incorrect invoice or duplicated claim does not disappear inside a legitimate annual calculation.

Confirm the period and method with the VAT reviewer

The partial-exemption tax year does not automatically match the company's financial year. Registration changes and approved arrangements can affect the period. Record the start and end dates, the method version, any relevant HMRC agreement, and the return on which the adjustment will be reported.

Ask the preparer to identify which categories are directly attributable and which enter the residual calculation. If a special method applies, retain its actual terms. A spreadsheet called annual VAT recovery does not prove that its allocation rules match the company's approved method.

Reconcile the input data before recalculating

Build a control schedule covering every return in the longer period. For each one, show the input VAT considered, directly attributed amounts, residual input VAT, provisional recovery, and subsequent corrections. Trace the totals back to the VAT records and retain explanations for exclusions.

Investigate transfers between categories. A purchase initially marked general overhead may have been used for an identifiable activity; a cost entered in two departments may appear twice when exports are combined. Preserve the original invoice reference and the review decision so the annual workbook remains traceable to individual transactions.

Keep the revenue or other allocation data required by the method alongside the purchase figures. Use a common period boundary for both. Combining twelve months of costs with eleven months of an allocation measure creates an apparently precise percentage from mismatched evidence.

Explain the movement from provisional to final recovery

Recalculate using the whole longer period and the applicable method, including any required de minimis review. Ask the reviewer to document the relevant conditions instead of importing a threshold from an old spreadsheet. Compare the resulting recoverable input VAT with what was provisionally recovered.

For an illustration, assume an approved annual calculation allows £6,500 and the provisional claims total £6,800. The £300 difference reduces the amount previously recovered. These assumed figures demonstrate the bridge only; they do not establish eligibility or the correct recovery percentage for any business.

Leave a calculation another preparer can reproduce

Lock the reviewed workbook version, identify the approver, and record the return posting. Document manual overrides beside the affected cells. HMRC's adjustment-control guidance recommends checks over spreadsheets and complex calculations; the practical objective is that a replacement preparer can recreate the movement without relying on the original author's memory.
