Choosing a provider

Buy an accounting policy manual your team can apply

Scope a documentation project around actual transactions, unresolved decisions, approved accounting, and practical implementation instead of a generic policy binder.

Choose the decisions the manual must make usable

Give the provider a list of recurring transactions and judgments the team currently handles inconsistently or explains orally. Include the reporting basis, relevant entities, and intended users of the manual. Prioritize policies that affect actual accounting work. A large generic binder can contain many subjects while leaving the company's difficult recurring decision unanswered.

IAS 8 provides IFRS requirements for selecting and changing accounting policies. The project must use the company's applicable framework and distinguish documentation of an existing approved policy from a proposed change. Ask the provider to identify technical decisions that need specialist review or management approval before they can be written as settled instructions.

Separate discovery from policy approval

Ask the provider to inspect current schedules, representative transactions, and relevant contracts. Interview the people who prepare and review the work. The discovery output should identify current practice, written guidance, inconsistencies, and unresolved questions. Do not assume that a repeated spreadsheet formula represents an approved accounting policy.

Agree who decides each unresolved matter. Management supplies business facts and approves its responsibilities, while qualified accountants assess technical treatment. Legal or tax questions may require separate advisers. The writer should preserve those boundaries rather than convert an uncertain practice into authoritative language merely to complete the manual on schedule.

Require transaction-specific instructions and examples

For each policy, request the scope, decision rule, required evidence, accounting owner, reviewer, and relevant implementation references. Include exceptions and escalation conditions. Use examples based on the company's approved treatment or clearly labeled illustrations, with no invented company facts. A preparer should be able to determine what information to gather and when to seek a decision.

In a hypothetical prepaid policy module, the deliverable might explain the approved treatment, source evidence, schedule ownership, recurring posting process, cancellation review, and reconciliation. If the project only provides a definition of prepaid expense, it has not documented how the company's team applies the policy. Agree that practical depth before comparing proposals.

Test the manual against a real preparation task

Select a representative transaction and have an authorized preparer use the draft instructions to identify the evidence, proposed treatment, and required approval. Ask the reviewer to evaluate the result and note ambiguous steps. This practical test reveals missing assumptions and broken references without requiring an extensive new testing program.

Specify the included revision cycle and the treatment of additional technical research discovered during drafting. Require references to the relevant authoritative guidance and effective dates where needed. Keep detailed technical memoranda accessible by reference so the working manual remains usable without stripping out the reasoning behind significant conclusions.

Assign maintenance and retire conflicting instructions

Obtain the approved editable manual, decision log, source references, and unresolved matters. Identify its effective date and the owner who updates it for changed transactions or standards. Review existing close checklists, templates, and onboarding instructions for conflicts. A new policy document does little if the team continues using an older calculation with different assumptions.

Define whether the fee includes a training session, future updates, or only the initial document. Record any areas excluded from the assignment and the process for obtaining specialist advice. Acceptance should leave the team with approved instructions it can apply, clear ownership of exceptions, and a controlled way to revise the manual as the business changes.
