Count commitments and usable receipts separately
Build a list of open preorders at the product-variant level before allocating a short delivery. Include each customer's quantity, order date, promised dispatch information and payment status. Compare that list with goods actually accepted into usable stock. A supplier's dispatch notice or expected receipt is insufficient when part of the shipment is missing, damaged or awaiting inspection.
Shopify's preorder documentation permits configurations with full, partial or no payment at order placement. A list of preorders therefore does not establish the cash collected or the remaining customer balances. Preserve those payment differences when deciding what each customer needs to receive, approve or pay. Keep the operational allocation separate from the accountant's revenue assessment.

Approve an allocation rule before making exceptions
Agree how available units will be assigned under the published promise and relevant customer terms. The business might have made specific commitments to particular orders, or it may need a consistent queue. Record the decision and its approver. Staff should not make incompatible promises from separate spreadsheets while the same limited stock remains visible to ordinary storefront buyers.
For a hypothetical launch, 90 accepted customer orders each require one unit, but inspection releases only 72 units. Eighteen orders remain unallocated. If six customers choose an approved substitute, 12 still require another resolution. Those counts explain the physical problem; they do not determine whether any customer's payment may be retained or when a refund must be issued.
Protect the allocated stock from other channels using the inventory system's supported controls. Record released reservations when customers cancel so the next allocation uses the correct quantity. Avoid manually increasing stock merely to make the order queue appear fulfillable.
Carry each customer decision through the records
For a delayed shipment, retain the revised expectation and evidence of any customer consent required by the applicable rules. For a substitution, preserve the accepted product and price, then update fulfillment and collection instructions. For a cancellation, track the financial settlement and remove the physical commitment. The customer conversation must reach the systems that dispatch goods and collect outstanding money.
Review deposits and remaining charges by outcome. A full payment, a partial deposit and an unpaid reservation need different follow-up. If a scheduled balance collection remains active after cancellation, the customer could be charged for an order the business already agreed to end. Assign one owner to verify that payment scheduling reflects the final decision.
Reconcile the supplier shortage without netting customer refunds
Keep the supplier claim, customer settlements and inventory receipt as separate linked records. A credit sought from the supplier may differ from refunds owed to customers, particularly where selling prices, delivery charges or replacement costs differ. The accountant needs the accepted receipt, shortage evidence and supplier response to assess the purchasing entry and any recoverable amount.
At the next review, report how many customer obligations remain unfilled, how much customer cash relates to those orders and what supplier outcome is supported. Name the next promised event for every unresolved group. Before another preorder campaign, compare supplier commitments with the allocation policy and the business's ability to refund or substitute if the next shipment is also short.
