Identify the fund and the relevant testing dates

A qualified opportunity fund needs records for its investment-standard testing dates, even when its annual financial statements are prepared later. Form 8996 reports the fund's annual compliance with the 90% investment standard. Start with the fund's tax year and first certification month, then ask the tax adviser to establish the applicable testing dates.

Keep the fund distinct from an operating business in which it invests. The Form 8996 instructions explain that qualified opportunity zone businesses do not file that form themselves. A combined management report can obscure which entity owns the property being tested, so prepare separate legal-entity asset schedules before consolidating any figures.

Fix the valuation method before collecting amounts

The instructions describe an applicable-financial-statement method and an alternative valuation method, with conditions and special rules. Have the adviser identify the permitted method and how it applies to owned and leased property. A market-value estimate prepared for investors is not automatically the figure needed for the statutory calculation.

For each testing date, list the asset, legal owner, acquisition or lease date, source document and value under the selected method. Reconcile the complete population to the fund's records. Where a value differs from the general ledger, retain a bridge that explains the measurement difference rather than forcing the tax schedule to equal book carrying amounts.

Separate unresolved classifications from missing values. An accurately valued asset can still require evidence of its qualification. Mark both questions in the working schedule so the reviewer knows which inputs are settled and which conclusions remain open.

Support qualifying property and any cash exclusion

For an interest in a zone business, obtain the information the adviser needs to assess that entity's qualification. Keep the investee's supporting response with the fund's investment record. A subscription agreement establishes an investment; it may leave the operating-business requirements unanswered. Ask for the evidence covering the relevant period.

Track recently contributed cash and reinvestment proceeds separately. The Form 8996 instructions provide conditional treatment for these amounts. Record receipt dates, the form in which funds were held and later investments so the adviser can test the applicable conditions. Do not classify all unspent cash as qualifying property because it is intended for a future project.

Check published updates alongside the form instructions. The IRS has issued a Form 8996 update for Notice 2025-50 concerning substantial improvement of property in certain rural zones. Give the adviser the location and improvement records needed to determine whether that update affects the particular property.

Preserve the computation when an exception remains

Reconcile the approved numerator and denominator for each testing date to the asset schedule, showing every exclusion separately. Retain the adviser's calculation of the annual result and any penalty assessment. A percentage typed into the return should be reproducible from the evidence available at each test.

If the fund falls short or cannot establish qualification, preserve the facts and obtain a documented response from the tax adviser. Record who owns any further evidence request and how the matter affects the filing. Carry unresolved investee information into the next compliance review without silently reclassifying the asset.
