Separate the backlog from the daily queue

Before hiring extra capacity, inventory the work waiting to be done and identify what continues to arrive. Assign the ordinary queue to a named owner. If everyone moves to the historical backlog, the company can finish old work while creating a new delay. The proposal should state which team handles each stream.

Describe the backlog by task and readiness, not only by transaction count. Some items may be ready for entry, others may need missing documents, management decisions or specialist review. Grouping them together can lead to a quote for data processing when the actual bottleneck is unresolved judgment.

Buy the bottleneck you can identify

Ask whether the provider will supply preparation, review, evidence collection or coordination. If an internal reviewer is already overloaded, adding preparers may produce a larger queue awaiting approval. Reserve reviewer time and define the point at which work can enter the authoritative records.

Use a prioritized work list with the intended downstream use. Items needed for an imminent return or report may deserve earlier attention than cosmetic cleanup. Have the responsible accountant assess dependencies before management sets the sequence. A deadline preference does not remove the need to establish reliable opening information.

Make the starting conditions explicit

A short assignment has little room for weeks of access problems. Agree which records will be available before the start, who answers questions and what training the provider needs. AICPA onboarding guidance emphasizes client responsibilities and deadlines. Translate those into a readiness checklist for this specific backlog.

Give the team named access proportionate to its tasks and an approved place for findings. Define whether it may post entries or must submit a batch for review. Avoid concurrent editing of the same population by internal and external staff. A shared task register should identify the current owner and status without exposing unnecessary sensitive information.

Require evidence of progress and exceptions

Report completed, reviewed, blocked and remaining work separately. A high processing count can obscure a growing list of exceptions. Ask the provider to identify the reasons for blocked items and the internal person who can resolve them. Reprioritize the assignment when the original queue proves less ready than expected.

IRS guidance connects entries with supporting documents. Require the backlog team to retain that connection so speed does not produce a second cleanup project. The provider's deliverable should include a record of changes and references to the evidence used, suited to the size and nature of the work.

Set a midpoint commercial review if the remaining population materially differs from the quote. Decide whether to extend, narrow or stop the assignment using the observed work. Keep new recurring responsibilities outside the temporary fee until management expressly chooses to purchase them.

End with an owner for every unfinished item

The final handoff should show the completed population, reviewed changes, unresolved exceptions and any access or process issues that caused delay. Ask the permanent team to confirm it can locate the evidence and continue the work. Remove temporary access when authorized tasks are complete.

Use the experience to identify a specific recurring capacity need, if one exists. The company may need earlier source collection, a reviewer or a different workload allocation. Do not automatically convert a year-end rescue assignment into a permanent retainer without deciding which observed problem that retainer would solve.
