Identify the proceeding before setting the calendar
A BBA push-out delivery register should identify whether the statements arise from an examination or an administrative adjustment request. The applicable timing and submission procedures differ. Record the source partnership, reviewed year and relevant proceeding reference before importing a list of partners or scheduling distribution.
For an AAR, IRS guidance requires the applicable Forms 8986 to be furnished to the reviewed-year partners on the date the AAR is filed. Have the preparer establish the timetable for an examination-related package from the current instructions. Do not reuse an examination calendar for a voluntary correction because both packages contain the same form number.

Make the recipient register complete
Start from the reviewed-year partner population and reconcile it to the preparer's statement list. Include partners who have since sold their interests or changed contact details. Record the legal recipient, applicable entity classification, secure delivery address and person responsible for confirming that information.
Use a stable internal identifier to prevent two similar names from receiving each other's statements. Keep full personal identification information in the restricted tax file. The operational register can point to that file without reproducing sensitive data across email attachments or general project boards.
For a pass-through partner, identify the contact responsible for further reporting. Forms 8985 and 8986 have specific procedures for pass-through entities. A message from the owner's bookkeeper acknowledging receipt should not be treated as proof that the owner's downstream duties have been completed.

Tie each released version to the approved calculations
Assign a version to the final statement set and reconcile partner amounts with the approved adjustment schedules. Compare the reviewed year, adjustment year and source-partnership details across the forms. Record who approved the package and the date it became ready to furnish.
Keep draft statements out of the distribution folder. If a calculation changes, withdraw the unreleased version and repeat the reconciliation for affected recipients. For an illustrative package with twelve recipients, a correction to one partner's allocation can also affect another partner; checking only the edited statement would miss the corresponding change.
If an error is found after furnishing, ask the preparer which corrected-statement procedure applies. Preserve the original statement, the corrected copy and the explanation of the difference. The Form 8986 instructions address corrected forms, so a silently replaced portal file is an inadequate record of what happened.

Track furnishing and IRS submission as separate events
For each recipient, record the furnished version, method, date and evidence retained. Have the preparer confirm that the chosen method satisfies the applicable furnishing requirements. Track returned mail, failed delivery and unresolved addresses as open exceptions with assigned follow-up dates.
Maintain a separate record for the IRS submission and its Form 8985 transmittal. Reconcile the submitted statement population to the furnished population, documenting any permitted difference. A filing receipt cannot show that a former partner received the statement needed for their own reporting.
Close the register only after the preparer has reviewed remaining exceptions and authorized the final status. Provide the partnership representative a concise list of completed deliveries and unresolved cases. Preserve the original delivery evidence with the released statements so later questions can be answered without relying on someone's recollection.
