Start with allocated taxable income and documented partner status
A non-publicly traded partnership reviewing section 1446 withholding needs the tax preparer's calculation of effectively connected taxable income allocated to foreign partners. Cash distributions alone do not determine this withholding. Keep the partnership's tax-year income analysis and partner allocations separate from the bank schedule of owner payments.
The IRS instructions assign different jobs to Forms 8804, 8805 and 8813: the partnership's annual liability, partner-level income and withholding credit, and relevant payment reporting. Establish which forms and payment procedures apply to the partnership's facts. Publicly traded and tiered partnerships have additional rules that require a specific review.

Maintain a partner schedule that follows ownership changes
Record the partner's reviewed tax status, ownership dates, allocation terms and supporting documentation. Ask the preparer to assess missing, expired or changed documentation. A foreign address or bank account should remain a fact for that assessment rather than an automatic tax classification.
Reconcile the allocations used for withholding with the partnership agreement, amendments and year-end tax workpapers. If a partner joined or left during the year, preserve the dates and allocation method. Keep ordinary distributions, guaranteed payments and tax payments identified separately in the underlying books.
For an illustrative reconciliation, a partner receives no cash distribution during a quarter but is allocated taxable income in the preparer's calculation. The payment ledger's zero balance does not establish that no withholding obligation exists. Finance needs the approved tax calculation and installment instruction before deciding the required payment.

Roll the liability through payments and supported credits
Build a schedule with each calculated installment, payment date, amount and confirmation reference. Retain the tax year and payment designation shown by the payment channel. A withdrawal from the bank establishes cash movement; it does not show that the amount reached the intended partnership tax account or period.
Reconcile the final annual liability to installments, approved credits and the remaining balance or overpayment. Give the preparer any lower-tier statements or other documents supporting a claimed credit. Keep estimates and final calculations versioned so a late income adjustment can be traced through the annual reconciliation.
Check that payments have not also been booked as ordinary operating tax expense without review of their partner-level treatment. The IRS instructions explain how withholding paid for a partner affects that partner. Have the accountant reconcile the approved treatment with the capital and distribution schedules.

Tie each partner statement to the annual return
Compare every prepared Form 8805 with the partner allocation schedule and reconcile the aggregate to Form 8804. Check that the statement identifies the correct year and partner. Preserve the delivery record because the partner uses the statement to support the withholding credit on its own U.S. return.
When a correction changes income or credit, record which annual return and partner statements need amendment. Notify the affected preparers through the authorized process and retain the corrected versions. Close the year only when the partnership liability, payment evidence and partner credit schedules explain the same withholding amounts.
