Commission income-tax provision support for financial reporting

Define entities, reporting framework, tax schedules, review responsibilities and disclosure inputs before hiring a specialist to support the income-tax provision.

Name the reporting assignment separately from the return

Tell the specialist which financial statements, entities, periods and framework the provision must support. Identify whether the project covers annual reporting, an interim period or a particular transaction. Tax-return preparation and financial-reporting provision work are distinct assignments; ask the provider to explain the relationship and price the accepted scope.

FASB's Topic 740 project materials address income-tax disclosures, including changes that depend on the entity and applicable timing. Have the specialist determine current requirements for your reporting framework and circumstances. A prior-year schedule should not be treated as a complete specification without that review.

Assign the sources and technical decisions

Request the specialist's input list and identify who supplies current accounting records, prior tax schedules, filed returns and relevant legal or tax advice. Label incomplete or provisional inputs. The specialist should explain which missing information prevents a supported calculation and which estimates can be considered under the applicable framework.

Agree who evaluates significant judgments and who approves management's position. If another tax adviser owns a relevant technical issue, establish how its conclusion reaches the provision team. Keep unresolved differences visible rather than letting two professionals apply inconsistent assumptions to the same transaction.

Specify a package the reviewer can trace

Ask for the calculation schedules, reconciliations, explanations of material changes and disclosure inputs appropriate to the engagement. Require a connection to the agreed ledger version and tax records. A final expense amount alone gives the company little ability to assess the work or answer later questions.

Define what the internal reviewer and external auditor, where applicable, will receive. Discuss intended outputs early, while respecting each professional's independence and responsibility. A specialist's preparation does not establish that the auditor has accepted every judgment or that management can omit its own review.

If software is used, identify how the company can retain the necessary schedules and evidence. Resolve access and license requirements for later updates. A recurring provision process should not depend on an undocumented model whose inputs can be changed only by the original consultant.

Price revisions and downstream coordination

Ask how adjustments to the final accounting numbers, tax-return changes and new technical information affect the fee. Set a clear version cutoff and an approved update process. Separate expected review rounds from a new transaction or jurisdiction requiring additional analysis.

AICPA engagement guidance recommends explicit responsibilities and work products. For provision support, state whether the provider prepares entries, disclosure drafts, auditor responses and later return-to-provision analysis. Assign anything excluded to another accepted owner so the company does not discover an unfinished handoff during reporting.

Accept the work with the ongoing owner present

Have the specialist explain material judgments, movements and unresolved items to the person responsible for the financial statements. Trace a selected schedule to its inputs and review the treatment of subsequent changes. Management should understand the boundaries of the conclusion it is approving.

Identify which current return-preparation provider will answer provision questions and whether that support carries a separate fee. Agree access to the relevant schedules before the specialist’s timetable depends on another firm’s availability.

Retain the final package, source versions, approvals and remaining actions. Confirm who maintains the schedules next period and when specialist review is needed again. The engagement should produce a supported reporting handoff, without implying that a provision calculation guarantees the outcome of a future tax examination.
