Confirm that an agreement covers the actual assignment
Before removing social-security contributions from an international assignment's payroll, identify the countries involved and the applicable agreement. SSA's agreement descriptions explain how covered work is assigned between participating systems. The existence of a U.S. income-tax treaty does not establish that a social-security agreement applies to the same assignment.
Give the mobility or payroll adviser the employee's employer, country of hire, work location, assignment start and expected end. Explain whether the employee remains with the U.S. company or moves to an affiliate. The coverage review depends on the actual arrangement, not only the location of the bank account paying salary.
Use the country-specific agreement and instructions. SSA's general summary itself identifies exceptions and directs readers to additional requirements for particular countries. Do not apply a familiar assignment-duration rule from one agreement to every country or assume that a country without an agreement offers the same exemption process.

Request the certificate from the appropriate system
SSA explains that a certificate of coverage issued by an agreement country proves exemption from the other country's social-security system taxes on the same earnings. Ask the adviser to confirm which system retains coverage and which authority should issue the certificate. A U.S. certificate and a foreign certificate are not interchangeable documents.
Prepare the requested employee and employer facts through a secure channel, including assignment dates and the relevant employment relationship. Where U.S. coverage is assigned, SSA provides request methods and specifies who may use its online service. Retain the submitted request and identify who will monitor questions from the issuing authority.
Request the certificate early, preferably before foreign work begins, as SSA recommends. Keep pending and issued statuses separate. An internal request or an application acknowledgment does not itself establish that the authority issued coverage for the dates the company expected.

Translate the issued period into both payroll instructions
Review the issued certificate's employee, employer, covered system and effective dates against the assignment record. SSA states that the certificate shows the effective exemption date. Investigate a mismatch before using the document to support an exemption for a different employer, employee or period.
Send each payroll provider the reviewed instruction specifying which contributions continue and which are affected by the agreement. Keep income-tax withholding, local payroll obligations and immigration permissions outside that instruction unless separately reviewed. A coverage certificate addresses the social-security coordination described in the agreement.
If contributions were already made in both countries, ask the responsible advisers how to correct the affected periods and what evidence each authority requires. Do not simply reimburse the employee or stop future deductions to offset an earlier overpayment. Preserve the original payrolls and any formal correction or refund records.

Monitor the assignment through return or extension
Maintain a register linking the certificate to the assignment, payroll settings and coverage period. Set a review before the expected end and require notice of an employer change, extension or move to another country. Those facts may require a new review or certificate rather than an automatic continuation of the original treatment.
Retain copies accessible to the people who must present them to the relevant authorities. SSA states that the employer is responsible for presenting a U.S. certificate when the foreign authorities request it. Keep sensitive identity details protected while ensuring the operating payroll team can retrieve the evidence promptly.
When the assignment ends, reconcile the final covered periods and document the payroll settings that resume or change. Keep any outstanding authority response or refund request open until resolved. The finished record should show the assignment facts, the authority's certificate and the contribution treatment actually implemented in each payroll.
